    Household Support Fund (HSF) Exceptional Hardship Scheme

    The HSF exceptional hardship scheme is for households in Portsmouth who are struggling financially due to the increased cost in bills or a loss of an income meaning they are unable to afford daily living costs including buying essential household items.

    For those who are unable to do so, they can apply by ringing the dedicated HSF helpline on 023 9268 8010.

    Residents may apply if they meet the scheme’s criteria and have not received an Exceptional Hardship payment within the last six calendar months.

    Household support fund

    If an applicant has previously received support through the scheme, this will be considered during the assessment process.

    The closing date for this round of the HSF exceptional hardship scheme will be 12:00 noon on 20 November 2025. There is limited funding, and the closing date will close earlier if all funds have been allocated.

    If you’ve been told you have high blood pressure and need to monitor it, you can borrow a monitor from Southsea, Beddow, North End, Paulsgrove or Cosham libraries.

    Pauline was advised to monitor her blood pressure for 7 days by her GP:
